The anonymous friend of N&N informs us that Womens Wear Daily 2 Nov 1945 identifies this as 'an elfish character from Columbia's film 'She Wouldn't Say Yes' starring Rosalind Russell; the Nixie was 'an amorous imp' who could whistle up romance.
