Reference: Patent is reproduced below (scroll down); designer Victor Silson, dated 1940. The Regina mark appears to be unique - it must hsve belonged to the Silson company, since construction and design correspond to the patent and other Silson pieces of the period. Brunialti, Tribute to America, pp. 201, 202, unmarked piece identical to this, with the information that it was advertised in Glamour magazine Dec 1940, described there as a Silson version of an original Mexican piece; and that a version in silver exists marked Spratling
